Willdan is contracted by Southern California Edison (SCE) to administer the Commercial Energy Efficiency Program (CEEP), helping eligible businesses access non-repayable funding to replace outdated gas water heaters with efficient heat pump technology as well as HVAC replacements or improvements.

Why We Advocate for Small and Medium-Sized Businesses

Small and medium-sized businesses are the backbone of our local communities. Keeping up with changing environmental regulations, rising operating costs, and unexpected equipment replacement expenses can put unnecessary pressure on already tight operating budgets.

Willdan's helps level the playing field by making available funding and resources that businesses might otherwise never know existed.

The Willdan CEEP is funded through CPUC Public Purpose Program funds, collected through utility bills to support California’s energy efficiency and environmental goals. SCE contracts Willdan to identify eligible businesses and facilitate qualifying projects.

Depending on eligibility, businesses may receive funding covering the full cost of replacing outdated gas water heaters with compliant heat pump technology as well as funding to assist with replacement or improvement to HVAC equipment. Willdan guides businesses through the evaluation and replacement process at low to no cost to qualifying participants.

Our objective is straightforward: Help businesses avoid unnecessary capital expenses, reduce operating costs, and prepare for changing equipment and emissions requirements without placing an additional financial burden on their operations.
