In an era where emergencies can arise without warning, the importance of being prepared cannot be overstated. The City of Temecula Office of Emergency Management, alongside the proactive efforts of the Temecula Citizen's Corps (TCC), stands as a beacon of readiness and resilience. This blog explores multifaceted initiatives and programs designed to safeguard the community and foster a culture of preparedness.

History of the Temecula Citizen's Corps (TCC) 

The seeds of the Temecula Citizen's Corps were sown in the aftermath of the tragic events of September 11, 2001. Recognizing the need for increased citizen involvement in homeland security and support for first responders, the Citizen Corps program was established by President George W. Bush through Presidential Policy Directive – 5 (PPD-5), forming a crucial part of the broader USA Freedom Corps.

In January 2004, Congressman Darrell Issa acknowledged the City of Temecula's pioneering spirit in creating the Temecula Citizen Corps on the floor of Congress. Since its inception, the TCC has grown significantly, celebrating its 20th Anniversary with pride in its progress and contributions to the city's Emergency Management Program. The TCC acts as a force multiplier, enhancing the city's capabilities in emergency preparedness and response.

About the Office of Emergency Management 

The City of Temecula's Office of Emergency Management (OEM) plays a crucial role in coordinating emergency mitigation, preparedness, response, and recovery services for the city's residents. Operating from the Emergency Operations Center (EOC), the OEM's efforts are guided by the Emergency Operations Plan (EOP), which undergoes annual reviews and updates every three years, as well as multiple other planning documents to support a wider range of responses

Through community outreach, the OEM encourages residents to become more disaster-ready and resilient. The office also manages the city's Alert and Warning Program, known as Temecula ALERT, ensuring that residents receive timely and accurate information during emergencies. OEM’s mission is to create a secure and resilient City with the capabilities required across the whole community to prevent, protect against, mitigate, respond to, and recover from the threats and hazards that pose the greatest risk to the City of Temecula.

One notable success story is that of Mikel Alford, who became a member of the TCC in 2010 to give back to his community. As an Emergency Manager, Mikel brought his extensive knowledge and passion for public safety to the TCC. In 2020, during the COVID-19 pandemic, the City of Temecula created a dedicated Emergency Management position within the City staff, and Mikel became the city's very first Emergency Manager.

Mikel's passion for public safety is deeply rooted in his family history, with two grandfathers who served their country and a father who served in law enforcement and fire services. With 22 years of military service under his belt, Mikel continues to give back to the community through his role as Emergency Manager, ensuring that Temecula remains a safe and resilient city.

Current Projects and Updates

The City of Temecula Office of Emergency Management is dedicated to continuous improvement and innovation. Here are some of the current projects and updates underway:

  • New Alert and Warning System: Enhancing the city's ability to communicate during emergencies, the new alert and warning system aims to reach a wider audience more effectively.

  • Recruiting for the Temecula Citizen Corps: Join the TCC and become part of a dedicated team committed to community safety and disaster preparedness. Volunteering with the TCC offers a unique opportunity to educate yourself, your neighbors, and your community. Volunteers enjoy great camaraderie with like-minded individuals dedicated to keeping Temecula safe.

  • Spanish CERT Class: In January 2025, the TCC will deliver its very first Spanish Community Emergency Response Team (CERT) class, making vital emergency preparedness training accessible to a broader segment of the community.

  • Upgrading the City's Emergency Communications System: An upgraded communications system will enhance coordination and response during emergencies, ensuring that information flows seamlessly between all relevant parties.

  • Launching a New Amateur Radio Team: The TCC has launched a new Amateur Radio Team, bolstering communication capabilities during disasters when traditional communication channels may be compromised.

  • National Preparedness Fair - Join us on September 7, 2024 from 9:00am to 1:00pm in front of Temecula City Hall for the Annual National Preparedness Fair. There is no cost to attend, and the event is family-friendly.

  • Join the Temecula Citizen Corps - By joining the TCC, you'll learn how to better prepare for emergencies, provide service to your community, and respond to various emergencies as a TCC Disaster Service Worker. You can find more information and apply here.
